The special abilities of fighters have a chance to level up when the fighter levels up. The probability is shown before you use resources to level the fighter up. Using the right color and rarer resources increases the chance their special ability will level up as well.

Ascending a fighter to the next tier also guarantees their special ability will level up by one level.
